Есть для этого в стандартных библиотеках какие то ф-ции?Или же WinAPI ф-ции?
ЗЫ:я конечно понимаю что это дурной вопрос но все же спрошу - существует ли ATL в чистом виде вне M$ VisualStudio?Или может есть какая то альтернатива ATL 'овским ф-циям для работы с base64 ?

В совё время я тоже задался этим вопросом нашёл какую то либу в никсовой проге и немного поправил, лови base64.h для win32. Инкуды сам добавишь

h файлик слегка багованный , ненормально с буквой S работает .Получается что то типа
